Architectural Heritage at Risk (Challenges of War, Natural Disasters, and Mismanagement in the Islamic World)
Architectural heritage, embodying historical, cultural, and identity value, is today facing more widespread threats than ever before. From systematic destruction due to armed conflicts to erosion caused by climate change, as well as severe damage from natural disasters and managerial negligence, a significant portion of historical structures is at serious risk of loss.
The architectural heritage of the Islamic world—from Andalusia to Southeast Asia—represents a unique and irreplaceable treasury of art, culture, technology, and history. This heritage, encompassing historical monuments, urban fabrics, and traditional construction systems, reflects the cultural, religious, and historical identity of the peoples of these regions. In recent decades, numerous valuable heritage sites in Islamic countries such as Palestine, Syria, Iraq, Yemen, Afghanistan, Libya, and even Iran have either been destroyed or are currently under significant threat.
Given the vital role this heritage plays in shaping the identity and unity of the Islamic world, the organization of this conference constitutes a scientific and cultural necessity. Focusing on the valuable architectural heritage of the Islamic world, this conference aims to provide a platform for scholars, researchers, and cultural managers to analyze the current challenges and offer solutions for the protection of this shared legacy.
همایش میراث معماری در خطر (بررسی چالش‌های جنگ، بلایای طبیعی و سوء مدیریت بر میراث معماری جهان اسلام)
میراث معماری، به عنوان سرمایه‌ای تاریخی، فرهنگی و هویتی، امروز بیش از هر زمان دیگر در معرض تهدیدهای گسترده‌ای قرار دارد. تخریب سیستماتیک در اثر جنگ، تا فرسایش ناشی از تغییرات اقلیمی و آسیب های جدی در اثر بلایای طبیعی و اهمال مدیریتی، باعث شده حجم قابل توجهی از آثار تاریخی در خطر نابودی قرار بگیرد.
میراث معماری کشورهای اسلامی، از اندلس تا آسیای جنوب شرقی، گنجینه‌ای بی‌بدیل از هنر، فرهنگ، فناوری و تاریخ است. این میراث شامل بناهای تاریخی، بافت‌های شهری، و نظام‌های سنتی ساخت‌وساز و ... بازتابی از هویت فرهنگی، مذهبی و تاریخی مردمان این سرزمین‌هاست. در دهه‌های اخیر، مجموعه‌ای از آثار ارزشمند در کشورهای اسلامی، مانند فلسطین، سوریه، عراق، یمن، افغانستان، لیبی و حتی ایران، یا نابود شده‌اند یا در معرض خطر جدی قرار گرفته‌اند. با توجه به نقش مهم این میراث در هویت و همبستگی جهان اسلام، برگزاری این همایش ضرورتی علمی، فرهنگی و دارد.
این همایش با تاکید بر بناهای معماری با ارزش جهان اسلام، به دنبال ایجاد فرصتی برای گردهمایی اندیشمندان، پژوهشگران و مدیران فرهنگی برای تحلیل شرایط و ارائه راهکارهایی جهت حفاظت از این گنجینه مشترک است.

The Rab’-e Rashidi International Award Competition:
“Lasting Heritage”
Creativity and Innovation in the Revival of Endangered Historic Buildings in the Islamic World
1. Competition Introduction
The international competition “Lasting Heritage” is held with the aim of identifying and encouraging creative and innovative ideas in the field of the revitalization and regeneration of prominent historical buildings in the Islamic world.This scientific and specialized event invites all interested architects, restorers, designers, students, and researchers to contribute to the preservation and revival of valuable architectural and historical works at risk within the realm of Islamic culture and civilization by presenting novel designs aimed at conservation, restoration, structural strengthening, and functional rethinking.
The competition is held in two sections: “Open” and “Special.”
Open Section
The focus of this section is on the revitalization of historical buildings and contexts that have been damaged or have deteriorated due to war, natural disasters, or mismanagement, and are at risk of destruction or oblivion. The submission of designs in this section is not limited to a specific location; any prominent and registered historical building or context within the domain of Islamic culture and civilization can be the subject of the participants’ design.
Special Section
The special section is dedicated to the ideation and regeneration of the resilient city of Gaza.Participants in this section may select any building or any part of the valuable historical fabric of the city of Gaza. Considering the historical, cultural, and spiritual status of this city in the Islamic world, and in collaboration with the “Research Centre for Islamic History, Art and Culture” (IRCICA), the works submitted for this section will be judged exclusively, and one group will be announced as the winning group of the special section.
General Requirements
Participants in both the Open and Special sections are required to adhere to the points stipulated in clauses 1-1 to 1-4 of the competition’s regulations in the preparation and submission of their works.
1.1. Creative Conservation and Restoration
- Presenting innovative solutions for the restoration of damaged historical buildings and complexes.
- Using local materials with new technologies.
- Ensuring continuity of use and compatibility.
- Paying attention to ritualistic and symbolic approaches.
- Respecting tangible and intangible values.
- Considering environmental and economic sustainability.
1.2. Structural Reinforcement and Strengthening
- Designs to improve structural performance against earthquakes, fire, war, floods, natural erosion, etc.
- New methods for structural reinforcement without compromising the authenticity of the building.
1.3. Functional Reinterpretation of Historical Monuments
- Reviving contemporary functions for abandoned or underused buildings.
- Adapting new uses to the cultural and architectural identity of the monument.
1.4. Digital Conservation and Modern Documentation
- 3D laser scanning.
- Digital photogrammetry.
- Building Information Modeling (BIM).
- Digital databases and electronic archives.
- Augmented Reality (AR) and Virtual Reality (VR).
- Digital analysis and simulation tools.
- Recording and mapping the current status and damages.
- Collaborative and interactive documentation.
2. Judging Criteria
The jury will evaluate the submissions based on the following criteria:
- Understanding the Value and Authenticity of the Building: 20 points
- Historical and Damage Documentation: 20 points
- Appropriate Use of Restoration and Reinforcement Methods: 20 points
- Consideration of Cultural, Social, and Environmental Issues: 15 points
- 3D Designs and Animation Presentation: 25 points
Other aspects considered in the evaluation:
- Creativity and Innovation: Utilizing new and practical solutions in the field of architectural heritage conservation.
- Respect for Cultural and Local Architectural Values: Adherence to authenticity, cultural context, regional materials, and style.
- Technical and Implementation Feasibility: The practicality of the design for implementation or adaptation in real-world and climatic conditions.
- Social and Cultural Impact: Positive influence on the local community and regenerating the connection with the people.
- Environmental Sustainability: Use of sustainable materials, energy efficiency, and climatic compatibility.
3. How to Register
Group registration is open until September 20, 2025, exclusively via the competition’s email address:

4. Submission Guidelines
- An animation of the 3D spatial designs.
- A minimum of two A1 sheets, submitted digitally in PDF or JPG format, including:
- Plans, sections, and elevations (before and after intervention).
- 3D images and proposed details for reinforcement or restoration.
- Analytical diagrams and a written explanation (maximum 500 words).
- It should be noted that an innovative and creative presentation is highly encouraged.

9. Specific Competition Rules
- This competition will be held in a single stage.
- Adherence to the intellectual and material property rights of works, based on the “Law for the Protection of the Rights of Authors, Composers, and Artists” (approved 01/01/1970), is mandatory for all participants and competition officials.
- The organizer is permitted to publish or exhibit the submitted designs, works, and documents after the competition concludes, in a manner it deems appropriate, while respecting the intellectual property of the participants and citing their names.
- For individuals participating as a group, the organizer will only recognize the person registered as the team leader for all competition procedures, correspondence, prize awarding, and other responsibilities. The team leader must hold a degree or be currently enrolled in one of the fields of Architecture, Urban Planning, Restoration, or Civil Engineering.
- The presence of all participating teams, or the team leader as a representative, is mandatory on the designated days for the exhibition of works. They must bring necessary equipment, such as a laptop and/or physical models (if any), to present and explain their work in the provided spaces.
- Submission of a work constitutes a declaration of ownership. If the authenticity is disproven or if plagiarism is found, the participant will be disqualified, the matter will be publicly announced, and if a prize has been awarded, they will be required to return it and will be liable for any damages. The judgment of authenticity rests with the esteemed jury.
- Submissions received after the deadline will not be considered under any circumstances.
- No codes, identifiers, names, specifications, logos, or similar markings should be placed on the submission sheets by the participant.
- Participants must submit the required documents via the competition’s email by the final submission deadline.
- Based on the decision of the competition’s policy-making council and the expert opinion of the jury, and in consideration of the time and diligence the jury members dedicate to evaluating the works—and with respect to all participants—it is announced that there will be no possibility to appeal the jury’s final decision.
- Decisions regarding unforeseen issues are the responsibility of the organizer and will be communicated to the public accordingly.
- According to Article 3-5 of the general regulations for competitions under the executive directive of the Permanent Secretariat for Architecture and Urban Planning Competitions, the organizer and client must ensure the independence of the jurors’ opinions and are not permitted to influence the judging process or impose conditions or limitations on the jurors. Accordingly, the jurors are independent of the client. This article affirms and emphasizes that the esteemed jury is completely independent in its judgment and ranking of the works.
- Participation in the competition and submission of a work implies acceptance of the specific rules and conditions of the competition.
- Any individual or group is permitted to participate in both the general and special categories.
- Each participating group may submit more than one work in either or both sections of the competition, provided that the registration process for each work is completed independently via the competition’s email.
- An individual is permitted to be a member of more than one participating group and, as part of those groups, may submit different works to the competition.
- The registration process for the competition is completely free of charge, and no fees will be collected from the participants.

خلاقیت و نوآوری در احیای بناهای تاریخی در معرض خطر جهان اسلام
۱. معرفی مسابقه
مسابقه بین المللی «میراث ماندگار» با هدف شناسایی و تشویق ایده‌های خلاقانه و نوآورانه در حوزه احیاء و بازآفرینی بناهای شاخص تاریخی جهان اسلام برگزار می‌گردد. این رویداد علمی- تخصصی، از تمامی معماران، مرمت‌گران، طراحان، دانشجویان و پژوهشگران علاقه‌مند دعوت می‌کند تا با ارائه طرح‌هایی بدیع، در راستای حفاظت، مرمت، استحکام‌بخشی و بازاندیشی عملکردی، به صیانت و احیای آثار ارزشمند معماری و تاریخی در معرض خطر در قلمرو فرهنگ و تمدن اسلامی یاری رسانند.
مسابقه در دو بخش آزاد و ویژه برگزار می‌شود:
بخش آزاد
تمرکز این بخش بر احیاء بناها و بافت‌های تاریخی است که بر اثر جنگ، بلایای طبیعی یا سوء مدیریت، دچار آسیب یا فرسودگی شده‌اند و در معرض تخریب یا فراموشی قرار گرفته‌اند. ارائه طرحها در این بخش به مکان خاصی محدود نشده؛ و هر بنا یا بافت شاخص تاریخی و ثبت‌شده در حوزه فرهنگ و تمدن اسلامی می‌تواند موضوع طراحی شرکت کنندگان قرار گیرد.
بخش ویژه
بخش ویژه به ایده‌پردازی و باز آفرینی شهر مقاوم غزه اختصاص دارد. شرکت‌کنندگان در این بخش می‌توانند هر بنا یا بخشی از بافت تاریخی و باارزش شهر غزه را انتخاب نمایند. با توجه به جایگاه تاریخی، فرهنگی و معنوی این شهر در جهان اسلام، و با همکاری «مرکز تحقیقات تاریخ، هنر و فرهنگ اسلامی» (ارسیکا)، آثاری که برای این بخش ارسال می‌گردد به‌طور اختصاصی داوری شده و یک گروه به عنوان گروه برگزیده بخش ویژه معرفی خواهد شد.

شرکت کنندگان در هر دو بخش آزاد و ویژه موظف‌اند نکات مندرج در بندهای ۱-۱ تا ۱-۴ آیین‌نامه مسابقه را در تهیه و ارسال آثار خود رعایت کنند.

هیئت داوران بر اساس معیارهای زیر آثار را ارزیابی خواهند کرد:

مستندسازی تاریخی و آسیب‌ها: ۲۰ امتیاز
بهره‌گیری مناسب از روش‌های مرمت و استحکام بخشی: ۲۰ امتیاز
توجه به مسائل فرهنگی، اجتماعی و زیست محیطی: ۱۵ امتیاز
طرح‌های سه بعدی و ارائه انیمیشن: ۲۵ امتیاز
سایر موارد مدنظر در داوری آثار

۳. نحوه ثبت نام گروه‌ها
ثبت نام گروه‌های شرکت کننده تا تاریخ ۳۰ شهریور ۱۴۰۴ صرفا از طریق ایمیل مسابقه به نشانی:

4. نحوه ارائه آثار
انیمیشن از طراحی‌های سه بعدی فضا
حداقل ۲ شیت A۱، بصورت دیجیتال و در فرمت PDF یا JPG، شامل موارد زیر ارائه شود:
پلان‌ها، برش‌ها، نماها پیش و پس از مداخله
تصاویر سه‌بعدی و جزئیات پیشنهادی برای استحکام‌بخشی یا مرمت
دیاگرام‌های تحلیلی و توضیح مکتوب (حداکثر ۵۰۰ کلمه)
قابل ذکر است که ارائه نوآورانه و خلاقانه مورد تاکید است
5. مهلت ارسال آثار:

9. شرایط اختصاصی مسابقه
۱-مسابقه حاضر در یک مرحله برگزار می‌گردد.
۲- رعایت حقوق معنوی و مادی آثار بر اساس «قانون حمایت حقوق مؤلفان، مصنفان و هنرمندان» مصوب ۱۱/۱۰/۱۳۴۸ برای شرکت کنندگان و تمامی ارکان مسابقه لازم الاجراست-
۳- برگزارکننده مجاز است طرحها، آثار و مستندات رسیده را پس از اتمام مسابقه با حفظ و رعایت مالکیت معنوی شرکت کنندگان به نحو مقتضی و با ذکر مشخصات صاحب طرح و اثر و به شیوه‌ای که صلاح بداند منتشر نموده و یا به نمایش بگذارد.
۴- در مورد افراد حقیقی که بصورت گروهی در مسابقه شرکت خواهند نمود، برگزارکننده تنها فردی را که با عنوان سرگروه ثبت نام می‌کند، جهت انجام مراحل مسابقه، مکاتبات، اعطاء جایزه و سایر مسئولیت‌ها به رسمیت می‌شناسد. سرگروه هر تیم الزاماً باید دارای مدرک تحصیلی یا در حال تحصیل در یکی از رشته‌های معماری، شهرسازی، مرمت یا عمران باشد.
۵-حضور کلیه تیم‌های شرکت‌کننده، یا سرگروه هر تیم به عنوان نماینده، در روزهای تعیین‌شده برای نمایش آثار، به همراه تجهیزات لازم از جمله لپ‌تاپ و/یا ماکت (در صورت وجود)، جهت ارائه و توضیح آثار در فضاهای پیش‌بینی‌شده الزامی است.
۶- ارسال اثر توسط شرکت کنندگان به منزله اعلام مالکیت اثر است؛ در صورت اثبات‌عدم صحت این موضوع و یا تقلید عینی در طرح، ضمن رسانه‌ای شدن آن، شرکت کننده مورد نظر از مراحل مسابقه حذف شده و در صورت اخذ جایزه، الزام به عودت آن خواهد داشت و ملزم به پرداخت خسارات وارده می‌باشد. تشخیص اصالت اثر با هیأت محترم داوران است.
۷-به آثاری که پس از مهلت مقرر به دبیرخانه مسابقه ارسال شود به هیچ وجه ترتیب اثر داده نخواهد شد.
۸- بر روی شیت‌ها هیچگونه کد، شناسه، نام، مشخصات، لوگو و امثالهم از سوی شرکت کننده نباید درج شود.
۹- شرکت کنندگان بایستی لغایت آخرین زمان ارسال آثار، مدارک خواسته شده را از طریق پست الکترونیک مسابقه ارسال نمایند.
۱۰-با توجه به تصمیم شورای سیاستگذاری مسابقه و نظر تخصصی هیئت داوران و همچنین با عنایت به زمان و دقتی که اعضای هیئت داوری در ارزیابی و داوری آثار صرف می‌نمایند – و با احترام به تمامی شرکت‌کنندگان – به اطلاع می‌رساند که پس از اعلام نتایج نهایی، امکان ثبت اعتراض نسبت به رأی هیئت داوران وجود نخواهد داشت.
۱۱- تصمیم گیری در مورد مسائل پیش بینی نشده برعهده برگزارکننده بوده و متعاقباً به اطلاع عموم خواهدرسید
۱۲- بر طبق ماده ۳-۵ ضوابط عمومی برگزاری مسابقات طی دستورالعمل اجرایی دبیرخانه دائمی مسابقات معماری و شهرسازی، برگزار کننده و کارفرما میبایست زمینه‌های استقلال نظر داوران را فراهم نمایند و اجازه اعمال نظر در داوری و ایجاد شرایط و محدودیت برای داوران را ندارند. بر این اساس داوران مستقل از کارفرمایند. لذا با تصریح این ماده اعلام و تاکید میدارد هیات محترم داوران در قضاوت و رتبه‌بندی آثار کاملا مستقل هستند.
۱۳-شرکت در مسابقه و ارسال اثر به منزله قبول مقررات و شرایط اختصاصی مسابقه است.
۱۴-شرکت هر فرد یا گروه در هر دو بخش آزاد و ویژه امکان‌پذیر است.
15- هر گروه شرکت‌کننده می‌تواند در هر دو بخش مسابقه، بیش از یک اثر ارائه نماید؛ مشروط بر آن‌که برای هر اثر، فرآیند ثبت‌نام به‌صورت مستقل و از طریق پست الکترونیکی مسابقه انجام گیرد.
16- هر فرد مجاز است به‌عنوان عضو در بیش از یک گروه شرکت‌کننده حضور داشته و در قالب آن گروه‌ها، آثار مختلفی به مسابقه ارسال نماید.
17- فرآیند ثبت‌نام در مسابقه کاملاً رایگان بوده و هیچگونه وجهی از شرکت‌کنندگان دریافت نخواهد شد.
